I am directed by Mr. Becretary MacDonald
to transmit to you, to be laid before Viscount
Halifax, a copy of a telegram from the Governor of
Hong Kong reporting that the Japanese have looted
workshops at the Canton Railway Terminus and removed
certain rolling stock which is the property of the
Hong Kong Government.
2. Mr. MacDonald desires to support the
Governor's request that a strong protest should be
made to the Japanese authorities if the report is
substantiated.
3. Copies of this letter and of the enclosed
telegram are being sent to the War Office, Admiralty,
Air Ministry and Board of Trade.
